"We have been proposing to public authorities for a long time that an ECD map be set up at the city level. Without yet aiming to be exhaustive on all cities, this barometer is a good first step. ", says Jean-Marc TORROLLION, President of the FNAIM "We hope that this tool will be useful to all public authorities - government, parliamentarians and local elected officials - to establish, in collaboration with real estate professionals, a renovation plan scale of the housing stock, and particularly in the sectors where it is most needed. » This radioscopy of the territory should make it possible to measure the extent of the task that the renovation of the housing stock can constitute. The data also highlights the work carried out by real estate diagnosticians, with a significant number of DPEs carried out each quarter: 594,388 in the 1st quarter of 2022, 704,745 in the 2nd quarter and 638,542 in the 3rd quarter. "The new DPE, since the last corrections made, is a reliable indicator. This quarterly barometer will be an essential tool for all players. If it allows an inventory to date, its follow-up will make it possible to see the evolution of the DPE, and therefore to evaluate the success of the site of the energy renovation of the French building stock "says Yannick Ainouche President of the CDI FNAIM.
Thanks to data from Ademe, the FNAIM draws up a complete panorama of the mapping of DPEs in France, at the regional, departmental level, and in particular of the 100 largest cities in the country, which represents a real novelty.
New housing, and apartment in new developments do currently well. Unsurprisingly, it is in old housing that the most energy-intensive DPEs are listed (a majority of D – 33% – and C and E), whereas, fortunately, on the side of new housing, all or almost all have labels A, B or C (43% of A, 14% of B and 43% of C). "In the end, we drew a map of French construction: in cities where new housing has been built in recent years, this generally pulls the stock towards the best labels, while cities where construction is rare are penalized by a much more energy-intensive older fleet" analyzes Jean-Marc TORROLLION. Start a major renovation today As a reminder, in order to meet the challenges of renovation without risking a massive withdrawal of rental housing, the FNAIM has proposed a global and ambitious strategy for the housing stock, which will make it possible to truly plan an effort that is both ecologically efficient and economically sustainable. . 1- Contractualize, through the Multiannual Works Plan in co-ownership, the eradication of all energy-intensive housing from the private collective stock: in order to bring coherence and solidarity between co-owners, the adoption of a multi-year Works Plan , which allows energy savings, must automatically lead to the suspension of the energy indecency of an individual dwelling located in the building for the 10 years of the PPT. 2- Organize solidarity between co-owners by making the collective DPE enforceable: a collective and enforceable DPE, of greater value than an individual DPE, would encourage co-owners to commit to an ambitious renovation plan, while avoiding painful litigation within the condominiums themselves 3- Create the conditions for the eradication of all energy-intensive housing: by establishing, for all properties, class F as a minimum energy performance standard on January 1, 2030.
